Yes it is a good decision because it will raise a billion euros in cash and more for the governement
while keeping a certain control over the companywith shares and being on the board
but it is controversial because it can let the corporation greed impact betters, indeed the corporation’s goal is to make profit, the well being of the buyers is not their priorities compared to the state.
And selling an old money making company can be criticized ,it can be seen as selling the family jewels due to the the state chosing to make money over keeping sovereignty
